Abstract
Comprehensive Community Initiatives (CCIs) can be a powerful way for librarians to expand services to young adults who live in poverty. This article examines the CCI movement in the United States; reviews the goals of Public Library Services for Youth with Special Needs: A Plan for Wisconsin, which embodies the principles of community-based librarianship; presents a case study of a CCI-based youth development project, UWY-598, In Wimauma, Florida, for which the library was a central component; and discusses ways in which public libraries can connect with CCIs and ways that LIS education programs can foster an understanding of the need for community-based librarianship.
