N2 - Policies regarding the education of gifted students vary widely among the 50 states. Although the Jacob K. Javits Act (P.L. 100–297) is a small federal program that sup-ports projects and research on issues pertaining to gifted children and talent development (Ross, 1997), no federal mandate requires specific services or protections for gifted students in public schools. While the Individuals With Disabilities Education Act (IDEA; P.L. 105-117) has provided mandated education and procedural safeguards for students with disabilities, only a few of the 50 states offer similar provisions for gifted students.
